Canadian lawyer J. Randal Montgomery has his office with Cindy Chen paralegal in Toronto, Ontario,
Canada. He obtained his law degree from the University of Victoria (British Columbia, Canada) in 1986 and has been a lawyer in good standing with the Law Society of Upper Canada since 1989. He holds a B.A. in Psychology (York University), a Master's Degree in Sociology (also York
U) and a Ph.D. (hence the title "Doctor") from the University of Alberta (1992). He also has a certificate in Commercial Arbitration. His specialties at the Masters and Doctoral levels were demography, criminology, survey design and statistical analysis. His Ph.D. thesis was on the adaptation of Vietnamese refugees to life in Canada, with generous funding from the Alberta government. He has headed, or participated as an associate in, several large research projects (some academic, some for government, some for business and one for the Law Society of British Columbia), and has several publications in peer-reviewed scholarly journals. He has also been employed in full-time senior research and statistical positions by the Alberta and New Zealand governments. In addition to being a Teaching Assistant at York University in the early 1970's he has subsequently taught social science or law courses at three other Ontario universities, one university and two colleges in Alberta, two universities in B.C., one university in N.Z. and one in the USA. After getting called to the Ontario Bar he worked for over eight years at the Refugee Board and later for five years was counsel for the Minister at the Immigration Appeals Division (IAD) court. In his present career as a lawyer in solo practice he has focused on Immigration, Family, and Small Claims law. He has participated in about 3,650 refugee hearings either as counsel to the Board or as counsel to claimants, or as Minister's representative opposing the claims or seeking to vacate status, has represented either appellants or what is now called Canada Border Services at about 1,500 sittings of the Immigration Appeal court, has represented clients at dozens of security interviews and pre-removal interviews, has prepared over a hundred factums for the Federal Court and appeared to argue over sixty of those, and has also appeared about a dozen times as agent for other lawyers who prepared their own factums, has prepared several dozen Pre-Removal Risk Assessments (PRRA) and Humanitarian and Compassionate (H&C) applications, and prepared dozens of spousal and family sponsorships, and overseas work permits requiring a Labour Market Opinion, and overseas Skilled Worker Applications, all with a good success rate. Since 2007 he has become an experienced family law litigator and has appeared frequently at Family Court (Toronto, Oshawa, Orangeville, Newmarket, Brampton, Napanee).
